CONDITIONS FOR RECOGNITION OF HIGH SCHOOL
In exercise of the power conferred by Section 13 (ix), (x) of the Manipur Secondary Education Act, 1972
(Manipur Act, 7 of 1972) and as approved by the Board vide its resolution No. 6 dated 13-7-2000,
amended by the Board in its meeting held on 30-07-2009, the following are the conditions for recognition
of schools and withdrawal thereof.
1. TITLE
- i) This condition may be called the condition for recognition of High Schools.
- ii) This condition shall come into force from the date of notification by the Board.
- iii) The following are the stages of recognition of High Schools.
- a) Permission to open class IX.
- b) Provisional recognition of High Schools.
2. CATEGORIES OF SCHOOLS
The following categories of schools having classes upto Class VIII or schools having adequate conditions
for opening class IX may apply for granting permission to open class IX.
- i) Government.
- ii) Government aided schools.
- iii) Private, unaided schools established by local people/societies/trust.
3. APPLICATION FOR PERMISSION TO OPEN CLASS IX
- a) Schools under clauses 2(ii) and 2(iii) which have fulfilled the essential conditions may apply
with an application fee of Rs. 5,000/- (non-refundable).
- b) Application shall be accompanied by a detailed report of the Zonal Education Officer.
- c) Schools admitting students before permission shall be liable for action.
- d) For Govt. Jr. High Schools, the State Government shall make the proposal.
- e) Application must be signed by the Headmaster and forwarded by the Director of Education (S).
- f) Schools not fulfilling essential conditions need not apply.
- g) Only eligible schools will be inspected by the Board.
4. LAST DATE FOR SUBMISSION OF APPLICATIONS
Applications should reach the office of the Board not later than 31st August of the year
preceding the academic year in which class IX is proposed to be opened.
5. ESSENTIAL CONDITIONS FOR PERMISSION TO OPEN CLASS IX
- a) Formal recognition upto class VIII by Government of Manipur.
- b) Managed by a duly constituted Managing Committee (except Govt. schools).
- c) Public demand supported by resolution of a public meeting.
- d) Minimum enrolment of 125 students (Class VI–VIII: 35 each).
- e) Nearest High School has pupil population above 200.
- f) Centrally located, healthy environment, suitable land.
6. LAND
- i) Land shall be in the name of the school.
- ii) Minimum land requirement as per building type.
- iii) Playground of 3.75 acres within or near campus.
7. FINANCIAL RESOURCES (NON-GOVT. SCHOOLS)
- i) Security deposit of Rs. 1,00,000/-.
- ii) Working fund of Rs. 50,000/- (minimum Rs. 30,000/-).
- iii) Teacher salary as per Govt. norms.
8. BUILDING
- 1) Construction as per safety guidelines.
- i) Fire safety measures.
- ii) Fire extinguishers and alarms.
- iii) Clear entry and exit.
- 2) Hostel/residential buildings separate.
- 3) Hazardous materials separated.
- 4) Hygienic and efficient design.
- 5) Semi-permanent structure.
- 6) Proper lighting, ventilation, and classroom size.
- 7) Minimum 12 sq.ft. per student.

9. FURNITURE AND EQUIPMENT
Adequate furniture, teaching aids, science equipment and co-curricular facilities must be provided.
10. SCIENCE LABORATORY
- Dedicated room for science practical classes.
- a) Minimum size: 18'×20'
- b) Two working tables (4'×3').
- c) Almirah for chemicals and equipment.
